<p>The ITU's Strategy and Policy Unit (SPU) publishes a number of publications on ICT market trends, emerging technologies, policy and regulation. The Unit focuses on "hot topics" of high current policy interest to Member States and Sector Members, and of general interest to students, academics, consultants and industry players worldwide. The ITU Internet Reports series (published in line with PP Resolution 101), were launched in 1997, and span a decade of evolution of the Internet together with fixed and mobile telephone networks. The World Information Society Report, first published in 2006, tracks the implementation of the WSIS outcomes and progress in narrowing the digital divide. Other Publications, under the ITU New Initiatives and Shaping Tomorrow's Networks Programmes cover a wide variety of subjects that have been discussed at meetings of high-level experts since 1999, raning from from Next Generation Networks to spectrum management, and from 3G to RFID. These are published in line with Council Decision 496.</p>

World Information Society Report 2007: Beyond WSIS The second edition of the World Information Society Report, published by ITU and UNCTAD, looks beyond WSIS to the creation of an inclusive, people-centred and development-oriented Information Society, open to all. The opening chapter looks at the challenges of measuring the ICT sector while chapter two examines progress in bridging the digital divide. Chapter three focuses on emerging trends in the information society worldwide and chapter four looks at national ICT strategies. Chapter five considers the threats to cybersecurity, while chapter six provides an update on WSIS implementation and presents a number of ICT success stories across the world . Market Mechanisms for Spectrum Management This brochure summarizes the results of a workshop on Market Mechanisms for Spectrum Management held in Geneva, Switzerland, from 22 to 23 January 2007. It was prepared by the Strategy and Policy Unit (SPU) on the basis of specially prepared background papers, case studies, input documents and contributions to the workshop. ITU Internet Reports 2006: digital.life This eight edition of the ITU Internet Reports, entitled "digital.life", delves into how individual lives are changing in the digital age. Prepared especially for ITU TELECOM WORLD (4-8 December 2006 in Hong Kong), the report begins by examining the underlying technological enablers of new digital lifestyles, from upgrading network infrastructure to value creation at its edges. In studying how businesses are adapting to fast-paced digital innovation, the report looks at how they can derive value in an environment driven by convergence at multiple levels. The question of extending access to underserved areas of the world is considered as an important priority. In light of media convergence, a fresh approach to policy-making may be required, notably in areas such as content, competition policy, and spectrum management. Moreover, as our lives become increasingly mediated by digital technologies, the role of digital identities (both abstract and practical) presents a new challenge. Concerns over privacy and data protection are not being sufficiently addressed by current methods for managing identities online. As such, the report examines the changing digital individual, and outlines the need for improving the design of identity management systems for a healthy and secure digital world. more...

The ITU New Initiatives Programme: Regulatory Environment for Future Mobile Multimedia Services The mobile communications field continues to grow rapidly, as more and more 3G/IMT-2000 networks are deployed. The increasingly intimate nature of the mobile phone and its use as a key platform for content delivery raises important regulatory concerns. Convergence between the broadcasting and telecommunication industries is cited as one of the key challenges that both regulators and industry will have to face in the coming years.
The research presented in this publication made up the background materials for discussion at the ITU New Initiatives Programme Workshop on "The Regulatory Environment for Future Mobile Multimedia Services" held in Mainz, Germany, from 21 to 23 June 2006, jointly hosted by ITU and the Federal Network Agency of Germany.

World Information Society Report 2006 The second edition of the World Information Society Report: Beyond WSIS, published by ITU and UNCTAD, looks beyond the World Summit on the Information Society (WSIS, Geneva 2003 - Tunis 2005) to the creation of an inclusive, people-centred and development-oriented Information Society, open to all. The report tracks progress in digital opportunity for 181 economies over the past few years since the start of the WSIS process and is accompanied by a series of tables providing the latest statistics on the development of Information and Communication Technologies (ICTs) worldwide.
The report has been created by the "Digital Opportunity Platform", an open multi-stakeholder platform with contributions from governments, private sector, academics and civil society, as well as inter-governmental organisations. more...
